Developing Alternatives to Level of Service – SB 743

OPR_bannerGovernor Brown signed Senate Bill (SB) 743 (Steinberg, 2013), which creates a process to change the way that transportation impacts are analyzed under CEQA. Specifically, SB 743 requires the Governor’s Office of Planning and Research (OPR) to amend the CEQA Guidelines to provide an alternative to LOS for evaluating transportation impacts. As California contemplates a broader, more sustainable metric to use for smarter urban planning, the stakeholders have been invited to weigh in on what the LOS replacement should look like, the National Partnership and over 10 partner organizations submitted our ideas this month, read our comment letter here. 

This policy change will have an impact on Congestion Management Plans (CMPs). We encourage our Los Angeles County partners to participate in Metro’s March 4th workshop on the potentially changing role of CMPs,  impact from SB 743 and other state policy. Metro is seeking input from business and environmental communities and local jurisdictions on the LA County CMP and will be reporting back to the Metro board on what they hear from stakeholders.  For more information on the March 4th meeting please click here.
